02/12/2010 (Xinhua News Agency), Jakarta - Indonesia's Deputy Trade Minister Mahendra Siregar said on Thursday that he has filed a protest to the World Bank and the International Finance Corporation (IFC) related to a draft of the World Bank Group's Framework for Engagement in the Palm Oil, detikcom online news reported on Thursday.

Indonesia regards the World Bank's framework that becomes general benchmark as imbalance and not reflects a result produced by an international financial institution. The country also said that the framework does not take side on global development, especially on loan condition for palm sector.

In the Indonesian Palm Oil Conference (IPOC) held in Nusa Dua of Bali province, Siregar said that as an international financial institution, the World Bank must not only see environmental aspect but it should not forget social and economy ones.

"The framework should make member countries developed, not imposes conditions that put obstacle their progress," he said.

Siregar said that Indonesia's concern is not about difficulty in getting loan from the World Bank to palm sector. But, the country is concerned if the framework followed by other institutions.

In fact, he said, in the last 10 years, Indonesia's palm sector has been strong and does not need loans from the World Bank or the IFC.

In the World Bank Group's Framework for Engagement in the Palm Oil, the financial institution has re-arranged loan strategy for palm sector based on data related to accusation against palm industry as the cause of deforestation, carbon emission, and the loss of biodiversity.
