CPO Reference Price Falls 3.9 Percent in December 2025

RRI.co (02/12/2025) - KBRN, Jakarta: The Indonesian Ministry of Trade has set the reference price (HR) for crude palm oil (CPO) for December 2025 at USD 926.14 per metric ton (MT), equivalent to around IDR 15.2 million. The figure marks a decline of USD 37.61, or 3.9 percent, from the November 2025 reference price of USD 963.75/MT.

Based on this reference price, the CPO export duty (Bea Keluar/BK) for December 2025 is set at USD 74/MT, referring to Column 6 of Appendix C of Finance Minister Regulation (PMK) No. 38/2024 in conjunction with PMK No. 68/2025.

Meanwhile, the CPO export levy (Pungutan Ekspor/PE) for December 2025 is set at 10 percent of the reference price, amounting to USD 92.61/MT, in line with Appendix A of PMK No. 69/2025.

Acting Director General of Foreign Trade at the Trade Ministry, Tommy Andana, said the drop in the CPO reference price was influenced by several global factors, including falling prices of other vegetable oils such as soybean oil and weakening demand from major importing countries, particularly India.

“The decline was also affected by the strengthening of the US dollar and the drop in global crude oil prices,” Tommy said in a statement in Jakarta on Tuesday, December 2, 2025, as quoted by Antara.

The December reference price was determined based on the average price between October 20 and November 19, 2025, across three primary benchmarks:

  • Indonesian CPO Exchange: USD 851.80/MT
  • Malaysian CPO Exchange: USD 1,000.48/MT
  • Rotterdam CPO Port Price: USD 1,203.74/MT

Under Trade Minister Regulation (Permendag) No. 35/2025, if the price difference among the three benchmarks exceeds USD 40, the reference price is calculated using the median and the closest price to the median. 

For December, the calculation used prices from the Malaysian and Indonesian CPO exchanges.

Separately, refined, bleached, and deodorized (RBD) palm oil products in branded packaging with a net weight of 25 kilograms or less are set at USD 0 per MT. This provision follows the list of brands included in Trade Minister Decree (Kepmendag) No. 2242/2025. ***
