20/06/2014 (Borneo Post) - It is the State Government’s ambition to produce more local scientists and technocrats to drive the future development of Sabah, therefore these disciplines are given priority in the award of State scholarship to academically talented school leavers.

Disclosing this yesterday, Chief Minister Datuk Seri Panglima Musa Haji Aman said the issue of concern was the need for the State to produce talented, skilled and knowledgeable workers appropriate to Sabah’s development needs.

“We need facilitators, entrepreneurs, technologists and a range of other skills that will further propel the focus areas of agriculture, tourism and manufacturing.

“Our focus on the downstream processing of palm oil, and oil and gas, also requires us to constantly ensure that we have sufficient trained manpower from Sabah to meet employment needs in these sectors.”

In his speech, Musa said the Sabah Government would continue to work with the Federal Government and institutes of higher education to establish tertiary level facilities in different parts of the State so that locals would be encouraged to take up higher education be it at certificate, diploma or degree level.

Musa’s text of speech was delivered by the Minister of Special Tasks Datuk Teo Chee Kang, who represented the Chief Minister at the signing of a Memorandum of Agreement (MOA) between Institut Sinaran and Taylor’s University here yesterday.

The MOA enables Institut Sinaran to conduct Taylor’s Foundation in Science at its campus in Kota Kinabalu in a franchised partnership.

Musa said the Halatuju, or Sabah State Development Agenda introduced just over a decade ago, was complementing Federal-led initiatives such as the Economic Transformation Programme (ETP) and the Sabah Development Corridor (SDC) in driving Malaysia forward to become a high-income nation.

While the Halatuju focuses on economic and social dimensions, he said it could be described as one that was all encompassing and had proven its effectiveness in bringing about development and progress for the State and its people.

The Halatuju takes into account Sabah’s inherent strengths such as the rich natural resources and diverse identities, traditions and cultures of the people, yet, Musa said, “we recognize that these strategic natural assets alone are insufficient to ensure successful development”.

“The human factor is critical to bring this about and as such, one of the focus areas of the Halatuju is on developing human resources.”

Musa said the Foundation in Science programme would provide another pathway for students to continue their education to degree level in Science courses, including biosciences, pharmacy, medicine and engineering at Taylor’s University and their articulation partners overseas.

“It is the State Government’s ambition to produce more local scientists and technocrats to drive the future development of Sabah.

“As such, these disciplines are given priority in the award of State scholarship to our academically talented school leavers.”

Musa hoped that both Institut Sinaran and Taylor’s University would continue to strengthen their partnership and perhaps create more joint programmes in the future.

“Sabah appreciates this collaboration, and I am sure it will benefit school leavers who choose this path as their route to university.

“I am confident that your institutions will not only achieve your respective corporate goals, but will also contribute to the transformation of our State and nation.”

Also present at the ceremony were vice chancellor and president of Taylor’s University Professor Dato’ Dr Hassan Said, Institut Sinaran Board of Governors chairman Datuk Jimmy Yong Kyok Ming, Taylor’s University School of Biosciences dean Dr Anthony Ho Siong Hock, Institut Sinaran chief executive officer William Pan and Institut Sinaran vice principal of administration and academic Lee Kiok What.
