25/07/2013 (4-traders) - YB Dato Sri Douglas Uggah Embas, Minister of Plantation Industries and Commodities launched the biodiesel programme for the Southern Region at Shell Port Garage petrol station, in Pasir Gudang, Johor.

2. The Southern Region is the second area in mandatory use of palm biodiesel for the subsidized sector. This programme was first launched in the Central Region on 1 January 2011 covering Putrajaya, Melaka, Negeri Sembilan, Selangor and Kuala Lumpur. Implementation of this programme in the Central Region involved the use of 113,000 tonnes of palm biodiesel a year.

3. The implementation of the biodiesel programme in the Southern Region will utilise 37,270 tonnes of palm biodiesel per year, contributing to diesel consumption saving of 43.14 million litres a year. From 1 July 2013, palm biodiesel has been sold at 415 petrol stations across the Southern Region similar to the price of normal diesel which is RM1.80 per litre.

4. The biodiesel programme has significantly contributed to 44% increase in the palm biodiesel production i.e. from 173,220 tonnes in 2011 to 249,213 tonnes in 2012. The programme has contributed toward  stabilising the crude palm oil price through increased demand for palm biodiesel. It also reflects the commitment by the Government to promote the use of palm biodiesel as a source of renewable energy, contributing to a cleaner environment.
5. The successful implementation of the biodiesel programme in the Central and Southern Regions will result in the increase in palm biodiesel consumption in the country to 149,630 tonnes per year. This accounts for 30% of the total target of 500,000 tonnes a year when the B5 programme is implemented nationwide by July 2014. In line with the Government objective to strengthen the crude palm oil price through stock reduction, the Government has decided to increase the percentage of palm biodiesel blend above the 5% threshold.

To achieve this, the Ministry of Plantation Industries and Commodities (MPIC) through Malaysian Palm Oil Board (MPOB) is formulating action plans which includes undertaking studies on the suitability of B10 (or at a higher blending ratio) as required by the Original Equipment Manufacturers (OEM), especially on engine warranty. Other measures implemented include the use of B10 for MPIC and its agencies' vehicles, voluntary Palm Biodiesel Incentive Scheme, B10 trial with the Malaysian Fisheries Development Board, Kuala Lumpur City Hall, the Malaysian Armed Forces and Alam Flora, the national domestic waste company.

7. The Government is committed to continuing the biodiesel programme in the country. This is taking into account its positive contribution to the oil palm industry, and the well being of smallholders. In addition, the biodiesel programme is in tandem with the Government's policy to reduce dependency on fossil fuel, energy security and promoting the image of Malaysia as one of the leading countries in utilizing renewable fuels.
